County Release Plan for Use of New "Collar County Transportation Empowerment
Funds"

Lake County unveiled its much anticipated plan to relieve traffic congestion in the county
using the new Collar County Transportation Empowerment Funds. The Transportation
Improvement Program, presented to the Lake County Public Works and Transportation
Committee Wednesday, announced plans for 48 projects to improve County and State
highways over the next six years, including several large-scale highway capacity
improvements, and plans for a coordinated countywide para-transit effort, with Lake
County providing initial leadership.

Lake County expects to receive approximately $29 million annually in new revenue from
a 0.25% increase in the local sales tax. This revenue source is part of the Regional
Transportation Authority (RTA) Reform & Funding legislation that was enacted into law
by the Illinois General Assembly. The tax will start being collected in July of this year.
These funds can be used for transportation and public safety purposes as determined
by the Lake County Board. Lake County Board Chair Suzi Schmidt said, "We are
pleased the General Assembly approved this revenue source that will provide much
needed funding to Lake County and the other Collar Counties, so we can make real
progress towards improving transportation in our communities."

The Highway Improvement Plan designates $240 million in new project expenditures
over the next six years for 48 highway improvements located throughout Lake County.
Some examples of improvements presented in the program include:

· The "Millburn By-Pass" of US Route 45 in the vicinity of Grass Lake Road and Millburn
Road in north-central Lake County. This will allow for the use of available federal funds
which have been designated for the project.
· Peterson Road widening to four lanes from Allegheny Road to US Route 45
· Quentin Road widening to four lanes from south of US Route 12 to IL Route 22
· Delany Road widening to four lanes from Sunset Avenue to Yorkhouse Road

The plan also calls for the issuance of $100 million in capital bonds in the year 2011 to
fund the construction of several large-scale highway capacity improvements that will be
selected at that time from a pre-determined group of candidates, depending upon their
state of readiness.

Examples of candidate projects for this phase of the program include the widening of IL
Route 21 (Milwaukee Avenue) from IL Route 137 to IL Route 120 and the widening of IL
Route 45/60/83 from IL Route 21 in Vernon Hills to IL Route 176 in Mundelein.

"The idea is to create an incentive for the state and local municipalities to get the
projects involving State roads ready for construction between now and 2011," Marty
Buehler, the Director of Transportation/County Engineer for Lake County, said. "The
projects that we have focused on are a priority for Lake County and they are all
significant improvements that will make a difference".

The Lake County Public Works & Transportation Committee will meet again on June 4
to consider endorsing the plan.
